The British Embassy Vientiane hosted a National Dialogue on the Clean Energy Transition on 25 February 2026, co-hosted by the Ministry of Industry and Commerce, the Energy Transition Council (ETC) and the UK Aid-funded Climate Compatible Growth (CCG) Programme.
The National Dialogue brought together senior government officials, international partners and energy experts to discuss opportunities and challenges in advancing Lao PDR’s transition to a sustainable, resilient and inclusive energy system.
Opening the National Dialogue, the Vice Minister of Industry and Commerce, Mr Chanthaboun Soukaloun, highlighted the importance of renewable energy for both national development and regional cooperation:
“We have set an ambition to increase the share of renewables in our domestic power mix to at least 30% by 2030, with a focus on diversifying beyond hydropower into solar and wind. By 2050, we aim to achieve a near-zero emissions power sector, while also strengthening cross-border electricity trade within ASEAN.”
Representing the UK, the British Ambassador Mel Barlow reaffirmed the UK’s commitment to supporting Lao PDR in achieving its clean energy ambitions:
“Lao PDR remains a key partner for the UK government on climate and energy. Through the UK-funded CCG Programme, we have been working closely with Lao PDR government to deliver advanced energy system and transport planning tools, to support government and planners with the evidence base to make informed, climate-compatible investment decisions. These tools are already helping to guide infrastructure development and ensure that future growth is aligned with Lao PDR’s long-term sustainability goals.”
The Dialogue focused on three strategic priorities:
- Raising ambition to net zero through accelerating deployment of renewable energy.
- Advancing Storage and Hydrogen Solutions in Lao PDR.
- Strengthening domestic grids and interconnectors, while capturing the energy security and economic benefits.
Sessions covered renewable energy deployment, modernising grids and interconnectors, and advancing storage and hydrogen solutions in Lao PDR. Contributions came from the Asian Development Bank, the Climate Compatible Growth programme, the Lao power utility (EDL) and international partners.
Building on Lao PDR’s commitments under the Paris Agreement – to cut greenhouse gas emissions by 60% by 2030 and reach net zero by 2050 – the National Dialogue highlighted the importance of mobilising investment, modernising grid systems and enhancing regional cooperation.
During the National Dialogue, both the Ministry of Industry and Commerce and the British Embassy reaffirmed the importance of collaboration between Lao authorities, development partners and the private sector in driving the clean energy transition. The ETC and CCG Programme stand ready to provide technical expertise and policy support to help Lao PDR to increase renewable energy deployment, strengthen its grid and deliver a just and sustainable energy future.
