Chair’s summary of the 11th ETC Ministerial

Ministers and leaders from over 20 countries and international institutions met in Belém for the 11th Energy Transition Council Ministerial on 15 November 2025 at COP30. The Ministerial on ‘Financing the Energy Transition: From Fossil Fuel Incentives to Clean Energy Investment’ was co-chaired by the COP30 Brazilian Presidency; Michel Heijdra, the Netherlands’ Climate Minister; and Katie White, the United Kingdom’s Minister for Climate.

The joint ETC–Istituto Talanoa dialogue at COP30

The ETC supported Instituto Talanoa who hosted a dialogue on accelerating a fair and credible fossil fuel phase-out in Brazil at the WWF Pavillion on 12 November.
The E+ Institute and Instituto de Energia e Meio Ambiente (IEMA) also took part and Sophie Westlake (DESNZ) spoke on behalf of both the ETC and the UK Government.

A fifth national dialogue in the Philippines

The Philippines have co-chaired the ETC, together with the UK, since 2023 and will also become co-chair of ASEAN in 2026. The ETC coordinated a fifth national dialogue in the country in December 2025, co-hosted with UNOPS SEA Energy Transition Partnership (ETP), UNDP and WWF-Philippines. Attendees came from government agencies (DOE, DENR, CCC, DOF), development partners, the private sector, civil society and academia.

Co-hosting a regional dialogue on the energy transition in Latin America and the Caribbean

Ms. Liliam Chagas, Director of the Climate Department of the Ministry of Foreign Affairs (Ministério de Relações Exteriores/MRE) at the the ETC, E3G, Instituto Talanoa and Transforma co-hosted a high-level regional dialogue on the energy transition in Latin America and the Caribbean at the UN Climate Week in Panama, May 2025

In May 2025, the ETC, E3G, Instituto Talanoa and Transforma co-hosted a high-level regional dialogue on the energy transition in Latin America and the Caribbean at the UN Climate Week in Panama.
In the lead-up to COP30 in Belém, over 30 leaders representing governments, energy experts, civil society, multilateral development banks (MDBs) and the private sector across the region took part.
Discussions focused on identifying challenges and opportunities to advance delivery of NDCs and strengthening regional collaboration.

Chair’s summary of the 10th ETC Ministerial

ETC Donors and Institutions at the ETC 10th Ministerial in 2024 at COP29

Over twenty ETC partners joined the UK and the Philippines co-chairs at the 10th ETC Ministerial in November 2024 at COP29 in Baku, Azerbaijan.
Co-hosted with the International Renewable Energy Agency (IRENA) and the Breakthrough Agenda, this strategic dialogue focused on accelerating investment in clean power systems across key Emerging Markets and Developing Economies (EMDEs).

Chair’s summary of the 9th ETC Ministerial

The 9th ETC Ministerial focused on decarbonising the power sector, implementing global renewables and energy efficiency targets, and mobilising finance. It also extended the ETC’s mandate, and its support to achieve a low-carbon economy, to 2030.
